Honestly I'd say your best bet would be to go to Radiant Raiment, and just buy one of every outfit, then just have a look at them all. The college robes bought from The Radiant Raiment in Solitude are unenchanted, giving you a chance yourself to choose. Dunmer outfits from Dragonborn are quite good, if you don't mind the bright colours. Miner Outfits and the 'Clothes' carried by legionnaires both seem to have magic breast enlargement power, but, if that doesn't matter to you then they'd considerable.
Hammerfell Garb might look good, but it sounds like you intend to be sneaking a bit, and when sneaking in that garment the cloak clips through your legs, making it a huge no-go for me, personally.
